Scott’s practice focuses on outsourced general counsel, business matters, technology, government/administrative law, bankruptcy, and transactions of all kinds. In addition to his depth of experience in the business arena, Scott brings significant legal experience in public sector matters such as infrastructure financing, open records, procurement and governance.

The Rest of the Story

A native Dallasite, Scott graduated from Texas Tech University with a B. S. in Civil Engineering and went on to design off-shore production platforms for J. Ray McDermott in New Orleans. Two years later, Scott returned to Dallas to study law at SMU.  

 

After graduation from law school, Scott began a twelve-year stint as an Assistant City Attorney at the City of Dallas where he oversaw legal affairs for Love Field and number of other City departments, as well as the initiation and direction of federal legislative efforts for the City of Dallas. These efforts included extensive work in connection with enactment of the Telecommunications Act of 1996 (the Act). Following enactment, Scott successfully represented the City in litigation with the Federal Communications Commission related to the Act.  

 

Due to his work on the Act, a natural next step for Scott was a move to Nortel Networks, a Fortune 500 telecom equipment provider.  During his nearly ten years at Nortel, Scott provided advice and counsel to the multi-billion-dollar Nortel wireless business unit.  He successfully concluded lengthy, complex negotiations between wireless carriers and the federal government resulting in the licensing and deployment of network software achieving legal compliance with a law that enabled detection of criminal activity.  Scott also negotiated patent and software licensing, technology transfer, product sales, maintenance and other agreements in support of a Nortel joint venture.

 

As the telecom industry began to consolidate in 2007, Scott made a move to the firm of Cavazos, Hendricks, and Poirot where he engaged in business bankruptcy practice.  He customarily represented Chapter 7 trustees, but Scott also represented debtors and creditors.  He drafted briefs and proposed orders, conducted discovery and appeared before the bankruptcy court.  While there, Scott also negotiated compromises and contractual agreements. 

 

In 2012, Scott was named General Counsel of Dallas Area Rapid Transit.  There, he headed a legal team of nine attorneys plus staff.  He oversaw all agency legal issues, including litigation, labor and employment, procurement, First Amendment, public/private partnerships, transactions, construction, litigation, real estate, union and police matters and various internal investigations. 

 

Returning to the private sector in 2019, Scott became General Counsel of Eclipse MedCorp, LLC, a medical device manufacturer and distributor with a national footprint.  He led the legal function for the company which included labor and employment, contractual matters, real estate, intellectual property and advertising/marketing matters. The business was sold in 2022.  While at Eclipse, Scott was also named as an inventor on a patent application for a collection tube used to separate blood components. The patent is currently under review at the USPTO.

 

Scott and his wife, Ann-Claire, enjoy being a part of the Lake Highlands community in Dallas where Scott serves on the LH Public Improvement District Board.  They are the parents of two wonderful, married young adults, and the grandparents of one incredible little boy. Scott enjoys playing the banjo, exploring astronomy and astrophysics and fly fishing whenever he has the opportunity.
